UK Immigration rules for Change of Status while within the UK have been changed from 1st October 2004.
According to these changes the persons on visitor visa can not change to Work Permit or HSMP while in the UK. Similarly, the students in the UK can not apply for the change or switch to Work Permit or HSMP till they complete the Degree they are studying for.
In short, if your current status in the UK is not that of a Resident, you will not be able to change the status to Resident status

About switching from student visa to HSMP...
If someone studied on one year course for MSc diploma, completed the course, but only received a Postgraduate Diploma, which is a step lower - can he still switch to HSMP visa?

It is suggested that if you have completed the course, for which you came to the UK on student visa, you can apply for change of status. So, for example, you came to study for Masters Degree and you have completed it. Now you are studying for Ph.D. and are still on student visa, but since you have completed your Masters Degree for which you came to the UK, you can apply for change of status.
I personally believe that even if you have not yet completed the course, but if you qualify under the HSMP, you can apply by giving an undertaking to the Home Office that you have no objection to going back to your country to get HSMP visa stamped.
I hope this helps however if there are other professional comments to this, I will appreciate the same.

The problem with the scenario above is that the flr is being treated as entirely unrelated to the hsmp application, therefore even though you might have made an in country hsmp application your flr will be judged on current criteria, perhaps as if everyone is meant to have been able to see 6 months into the future to know whether to make an in country or out of country hsmp application. This is leaving many hsmp applicants in a difficult position, as they are in possession of an in country approval but can no longer switch in country. Extra work for applicants, representatives and the Home Office, as the only option then left is to try and get the approval letter changed to out of country... a ridiculous position but the one that the Home Office are taking.... incidentally, the Home Office are also stating that even though your status is extended until hsmp is decided, the flr is again isolated from hsmp and your flr application will therefore be invalid if your status has expired during the long wait for hsmp approval.... go figure...
i came on a mancestor university visa and then moved to london to cheap colleage,can i get the extension of visa with cheap colleage which i moved on later

once on a visitor visa you cannot change to a student visa. the only way visitor can change to a student visa is where thet came to the uk initially on a student visa.

I came to this country as a student then i renewed my student visa the following yr after that i got married to a british citizen but i continued with my education (final year) and i've been paying inetrnational fees all through but now we are divorced and i dont have an indefinite leave to remain because im not qualified.. so i was wondering if i can switch back to student visa to be able to finish my degree which i just have 4months left to finish.

I am currently a student undertaking BTEC HND in Health and Social Care Management in one of the colleges in London. I am given 2 year-student visa. I am just wondering, is it possible to switch to a Work Permit even without finishing my course? Say for example, there is a sponsor who is willing to arrange one for me.
